New York police officers at the scene.

New York City police are responding to reports of shots fired in lower Manhattan on Tuesday afternoon and witnesses said there had been multiple casualties in an incident also said to involve a vehicle.
The NYPD said one person was in custody and “no others outstanding” in its preliminary investigation.
Mayor Bill de Blasio’s office said he had been briefed on the incident and was traveling to the scene. New York governor Andrew Cuomo also said he was heading to the scene.
Police activity blocked parts of some Manhattan’s busiest roadways near the World Trade Center memorial site.
Multiple witnesses told the Guardian they heard at least five gunshots.
Witnesses also told local media a truck had struck several people in a bike path that runs along the Hudson river. An Associated Press photographer on the scene said he witnessed at least two bodies lying motionless on the path beneath tarps.
A witness told local news site Pix11News he saw a person running with two guns before the gunman was approached by police.
